  1. Chop the onion and bell peppers into small pieces.
  2. Mince the garlic cloves.
  3. In a bowl, mix the flour, baking powder, salt, and sugar.
  4. Add the milk and oil to the flour mixture and knead until a homogeneous dough is obtained.
  5. Divide the dough into equal portions and roll them out to form discs.
  6. Preheat the oven to 200°C.
  7. Heat a pan and sauté the minced meat together with the onion, peppers, and garlic.
  8. Add the tomato paste, water, and spices to the pan.
  9. Cook over medium heat until the meat is well done and the sauce has reduced.
  10. Place a portion of the meat mixture and mozzarella cheese on each dough disc.
  11. Close the dough discs, sealing the edges well to form pockets.
  12. Bake the pockets for 20 minutes until the dough is golden brown.
  13. Remove from the oven and let cool for a few minutes before serving.
