  1. In a bowl, combine the peanut butter with the sesame paste.
  2. Add the light soy sauce, black vinegar, sesame oil, chicken bouillon powder, salt, brown sugar, and white pepper.
  3. Pour the hot water over the mixture and whisk vigorously until you get an emulsified and homogeneous sauce.
  4. Finely chop the cilantro and scallion for garnish.
  5. Bring a pot of water to a boil.
  6. Add the wontons to the boiling water and cook until they float and are tender.
  7. Remove the wontons from the water with a slotted spoon and drain them lightly.
  8. Place the cooked wontons in a deep dish or bowl.
  9. Pour the peanut sauce over the wontons and drizzle with chili oil to taste.
  10. Garnish the dish with the chopped cilantro and scallion.
